If you click the "New Reply" button or "Topic Options / New Reply" the user gets served a blank white page.

It worked fine for me when I clicked on "New Reply".

By worked fine, do you mean you got a message that says you must be logged in to reply?

Note: Just to be clear, I was talking about a non-registered user (or non-logged in user) clicking the link.

Those actually shouldn't be showing up when you don't have permission. That will be fixed in the next checkin.
