I am attempting to move my UBB to a new server. I followed the instructions. I am using version 6.2.1.3. I followed the instrucitons for backing up. I installed UBB.classic on the new server and got it working okay. I restored the backup files according to the instructions. When I attempt to log into the control panel, I input my user name and password and get the following error:

The specified CGI application misbehaved by not returning a complete set of HTTP headers.

The test scripts all work fine.

FIXED IT!

I don't know what the problem was. I re-uploaded all the files and everything worked perfectly.
