And is there an option to force users
to view comunity rules if they change?

Actually you can't review them outside of registering and there is no option to force users to view them if they change. Both of these need to be addressed in the next version or two however.

No it is not available in any version right now, but hopefully as Rick said above it will be in an upcoming version.

This is in 7.2 only; see:
CP -> Membership -> Registration Settings -> Force Users to Accept Rules on Next Visit?
