I am running a forum based on Ikonboard 3.1.1. ( http://www.cobra-forum.de )
Is there any economic way to get all the posts and users transferred into an UBB forum ?

board is running on Perl and Mysql db

Currently we don't have an importer available for Ikonboard. This is actually the first request we've had for Ikonboard, but when time allows we can look at doing an importer.

One way you could import a lot of forums to the UBB would be to convert to phpbb then use the ubb importer in the member section to import from phpbb.

I'm not sure how complete the phpbb converter is though, we have a discussion on it, mainly between Rick and I, from several months back. I think the final error in it was user titles not coming over properly, but it's not really a show stopper for most.
