All "official" UBB Code is licenseware, may it be the importers, or the script itself; you'll need a UBB.threads or UBB.Classic license to obtain the importers as they're official code for the UBB.Threads7 product. To use the importers without a license would be a license violation for whomever provides it.

I believe development was turned at 7.1.1 to fix several bugs which where making the UBB near impossible to run on some servers; I believe that the eve importer is nearing completion and that PHPBB/vBulletin/FusionBB are those which will be worked on and should be quite abit easier to deal with.
