He used the marquee tag; as a moderator who can edit user profiles his moderator group can use html in signatures.

Moderators who do not have the ability to edit user profiles cannot use html in user custom titles.

lol not a problem ;)... Myself I am a stickler for validity, marquee tags aren't xhtml valid, so generally I wouldn't use code like that hehe
