I have a question ifanyone can help.

We are wanting to have it so that new users cannot make new Topics until they have posted a certain number of posts in other threads. Ideally it would be set so that once they have posted a specified amount, they then gain access.

Is there any way to set it up so that this is automated?

The "Groups" functionality is what you'd be looking at for restricting posting privelages; however there is currently no way to have postcount groups (whereby after a certain postcount a user is assigned to a group) this would have to be done manually unless a modification is available (your best bet would be a request at UBBDev).
