Doing some reading through the forum here I believe I have the same issue as FEMISTYLE and his/her ability to have the forum load at 90%. Most who use IE or equivalent experiance long load times ,lockups and the shout box at time will not load.

No real way to fix this one. If the shoutbox is heavily used then it runs into the same general PHP chat issues of just being a high resource script. IE has the additional problem of only allowing 2 connections to a domain, so if it's slow to respond then it can tie up a connection. If a second tab is open or another ajax function is going on at the same time, like previewing a post, then both connections are tied up and can cause the hangs.
The only real thing that could be done on this would be to switch the shoutbox back to an iframe type thing. Then you end up with the annoying refresh every 30 seconds even when there is no new content.

Rick has made statements that he wanted to expand on the shoutbox in the future, so I think it's completely possible...
If you want a good, low resource chat, there is the jIRC Chat addon at UBBDev, or if you're looking for a non-free/non-irc service, theres the raidersoft chat addon and the FlashChat addon also available at UBBDev (well flashchat is available at tufat.com but the notes from me on getting portions to work are at UBBDev)
I was wondering if the fact we also have a link to a third party banner hosting site might be contributing to the problems we've been experiencing? We turned off shoutbox and the server seems to be running much better, but I'm curious if it's the banner software running in conjunction with shoutbox that's screwing things up...
