When composing a post, this text appears just below the posting window:

Poll Manager (Total Polls: 0)
File Manager (Total Files: 0)

What file do I need to edit to change the order of these options as well as the text itself?

The text of them will be in the language editor (in the control panel, the second tab has a search in which you can do a search for the string(s) you wish to edit).

As for the order of them, I believe you'd have to hack the template, the reply would be newreply.tpl, edit would be editpost.tpl, and a new topic would be newpost.tpl
