Is there a way I can set my portal island (custom) so that it updates the most "Recent Topics" automatically instead of me having to find their links and do it myself as a "static" island?

Yes, you can just use one of the Post Islands in the control panel. You can set that up to display recent posts/topics from specified forums and place it in one of the side columns.
