Okay, I'm going to try this again. I'm a slow learner I suppose; no matter. Here goes...
If a user goes in to post a topic and then another user comes by to reply but clicks the "Quote" button to reply (instead of Reply button), the quote button repeats everything typed in the text box and puts the info into a smaller box (the quote box) which somehow makes it easier for the person replying to reply.
If I'm getting close at all, it's an accident because I feel like I'm just guessing. I've been staring at this double quote box for a few minutes now and I still can't understand why I would need a small quote box inside of a larger quote box.
Maybe I need to understand their purpose first. I've definitely never had to use one. Thanks.

The best answer is to have you check for yourself... At the bottom of THIS PAGE you're looking at right now is a "quick response" box, if you click on the reply link on a post in brings you to a "full page" which allows formatting options; the QR is for a quick, non-needing-formatting response, wehreas the other is designed to allow full formatting of a post
The "quote" options work with each of these pages, while the one will bring you to the full response page, and the other will bring you to the quick response box.
