You have to click back to the admin logs page to veiw the results after hitting submit?

Control Panel - Logs - View Admin Logs.

select your dates,
hit submit.

Why am i looking at a empty "View Referer Logs" Page?

Click back on "View Admin Logs" to see your results.

It works as expected on the "View Referer Logs" page

Quick fix. Line 23 of templates/default/admin/admin_log.tmpl has this:

<input type="hidden" name="returntab" value="2" />

It should be:

<input type="hidden" name="returntab" value="1" />
