How to - Sort Items in Portal Middle Column ??

Is it possible to sort the middle column of the portal? I want my welcome message to be #1 and my sponsor list #2 with all other rotating news items and announcements always below those two. Any way?

I hate to have to delete those and repost just to get them back to the top of the column.
