I am currently running UBB.Classic 6.5. In order to post attachments I have created directories were users can upload the files and then create a link to them in the post.

Does the latest version of UBB have an upload attachment feature? Something that will be similar to attaching a document in e-mail?

The new Threads version has an attachment feature. The classic series never had a attachment feature. You can add a modification to your existing classic at Ubbdev . They have a couple of mods still around.
