You are correct.

In the older versions where this was supported, you ran a cron as often as you would like, I ran mine once at midnight.

If a user had a forum/thread set for subscription in digest mode, you received all of the posts for THAT DAY in one email.

If there were no posts the next day you received nothing.

If there were some on the third day, you received only those in the email.

Whats the best way to get this in the rotation to be added?

Do i get a signed petition ;-)

Hmm, maybe there's a bit of confusion on my part.

What I'd like to see is a smarter subscription mechanism. By smarter, I mean that you get notified once when a watched thread has a new reply, but you won't get notified again until you visit that thread.

Of course, I'd like to see this as an option. Some users like to following a thread purely through email, while others prefer following it in the forum. An email per post gets a bit unruly in really busy threads for the latter group.

Also, I'm not sure this needs a cron job to manage?

I also would like to see a digest mode.

I just upgraded from 6.2 to 7.3 and the digests we're heavily used on our system.

That would be a huge improvement, IMO.
