How you set up a single forum that is coppa restricted? I want to run an adult discussion forum and have it restricted to anyone under 18.

The rest of the board has no coppa or needs it as there is no discussion like that.

I thought of trying to do a search for all members over 18 and then put them access into this new forum, but you can't search only a fixed under 13 frown there must be a better way?

Right now there really isn't a way to do this out of the box, you'd really need to have some sort of modification to handle this.
