Can you upgrade from 7.0.2 to 7.4.X without issues or would it just be wiser to set up a temporary install, redo all of my customizing and then import my database? Of course I am waiting for 7.4 final...

You can upgrade straight to it. Always wise to make a db backup before any upgrades that do database alterations just in case, but you shouldn't have any issues. I just did a test upgrade from 7.0 to 7.4b2 this evening
