I have a full moderation group that we put our challenging posters in. Right now we restrict their ability to create new polls. We found out that they also cannot vote in polls.

Is permission to vote part of the permissions in "Can create Polls in Topics"? Or is there another way to allow voting while restricting the creation of polls?

There is a Site Permission, Can Vote In Polls? You'll want to check that they have the ability to vote in that permission.
