All our mods are global mods
We have several staff fora, and we give access to them by making them global mod
2 staff fora are for a select view. My method was, no global mod access, and give mod access. And add those users as mod for that forum. Voila, permission

Don't know to qualify it as a bug, but imho if a global mod can't get access through his global mod status, it should check if he has permission through his mod status.

I fixed this in a rather simple way, in /admin/changeuser.php I just add a user to both group 2 and 3 if they are global mod. This will handle the fallback to mod status.
