How do i create a sub forum under a forum

» Control Panel » Forum Settings » Edit Forum
There is a field called Parent forum:
If you choose a forum as the parent, this forum will be made a subforum.
Open the list and select what you want the current forum to be a sub forum of.

If you look at mine

i have all mine listed under forum but if you look at this one

they have sub forum links under Forum Description:
