Well for sure that is the problem since there is nothing to present the control panel to you. Thats pretty much the only reason they are there is for the control panel.
Something odd happened.
I would upload the files and double check the config file and all the file permissions for all directory's.
For my version the config file is config.inc.php in the includes directory.

I guess the real question is, what happened to the files?
Its one thing to get corrupted or have 0 bytes in a file but to be deleted, Who knows.
