Is there a way to make a make a particular forum in colored font (red)so it sticks out from the other forums?

Currently no. There's a generic strip of any type of html characters in the forum title when it's submitted. You could edit the database directly and modify it so the title is surrounded with a span with a designated style color, however as soon as you edited the forum it would be lost.
