Couple of things. The .posttime didn't have the special link properties filled in, they were still blank.

On the actual post subjects you had the special link properties filled in, but with just:

#000088;

instead of:

color: #000088;

How do I change the topic subjects to that blue ?

On the main portal page that's controlled by the tdheader class. You can assign that color, #0000FF to the special link properties for that under General CSS Properties.
