Funny symbols show when I preview it on my Forum but when I click Submit it just ends up garbled

Ok I just tested it here. When I clicked Preview, it was fine

When I click Submit it turns all garbled up

You'll need to edit the generic.php language file and change the CHARSET to UTF-8. You can edit that through the control panel.
