Is there a way via the Control Panel to mass mail all of my forum moderators?

Yep, go into member management. Choose Advanced Search Options and select the Moderators/Global Moderators checkboxes.

Next screen, for the action choose Email and choose All Members in Search

We are on v. 7.5.4.1 and there is no such checkbox. Is this a new feature?

Not a new feature. Under Member Management, you'll see Advanced Search Options. When you expand that you should see the checkboxes.
