You would have to go to Control Panel > Templates > header.tpl
Find the <body> tag and you should be able to add a JPEG there without problem.

Header.tpl is where the links for portal, forum list, etc. If you want a site header do it in cp->general settings->html includes tab. That will put the header above the ubb one that holds the nav links.

Yeah, I'd recommend hacking the header/footer insert versus templates where available; makes upgrades a lot smoother (unless you're paying someone *ahem* to do upgrades for you ;)).
Thanks Gizmo, we r making some headway. I managed to insert the photo with your help, but when I click on it I get a (404 Error) message. Check it out.
Remove 'Site URL' from the <a href> tag. You need to put your site address in its place or the address to your forum.
