I'm sure I've seen it before, but can't seem to figure out where it is now... How and where can I enter an ip address to be banned from the board ? (running 7.5.5sp2)

It depends on how you want to block them. To block them from registering but still allowing them to read cp->member managment ->ban list and you can ban ip's.

To block them from your site you will need to use an ip ban in an .htaccess file or in iptable
