Every once in a while someone will try to log in with the same IP address, which isn't allowed on our forum.
Each time, the super admin, the owner of the company and board, will bring this to my attention the admin to take care of.
So, I have several questions. First, why doesn't he take care of it? Two, what is the best way for me to take care of it? This one is weird, because the two accounts are tech support and the display name of tech support "name@AC."

Maybe I did not understood the question. But anyway. You can have two separate login accounts with the same IP. It happens all the time for me where there is a shared desktop at the members workplace.
As far as i know. there is no setting in the ubb control panel to block it from happening.
Now there is a setting in your mystuff-Edit preferences:
Notify me when someone accesses multiple accounts. That will alert you when it happens.
The purpose of that feature was to help notify you of potential spammers. But as I said in my case they are all legit logins.
Now what I don't get in your case. I am not aware of duplicate display names or email addresses. They are required to be unique.
So if you have two member accounts that have the exact display name of name@AC then something is amiss.
And BTW, name@AC looks to be part of a email address which also would not be allowed to register with as a duplicate.

Thanks Ruben, The owner of the board and company sends me the following PM: A user from the IP 68.15.95.228 has logged in to the following accounts: Tech_Support, Deven@AC. So, apparently, two accounts can be made using the same IP as you stated. And, also, it must be frowned upon by the super admin (if correct term). The tech support people use Twitter names and go by @AC at the end of their names, which are not email addresses. I know you can't mind read, but 1) I don't know why he doesn't want multiple accounts (I guess I should just ask him) and 2) if he wants something done about them, why he doesn't do it, especially since I don't know why he doesn't want them and what he wants me to do about them. I generally PM both and ask them to delete one. Sorry. I guess we do things strangely over here.

well if they aren't real email accounts, you could always turn on registration emails. It will send an email to the email addy, and if they don't respond in 24 hours their registration is denied (or discontinued) at the server. This would reduce the number of registrations from the same IP. ( At least in my opinion) one reason to limit this (IP's or Emails) is to reduce the number of spammers that can get on....however, this is becoming less effective as big spammers are now using live people (and paying them) to go around captcha and other things designed to keep bot spammers from joining.

That sounds like the automated message the forum generates; you can disable this in your preferences under "My Stuff"

Currently ubb does not have a option to tag those accounts as acceptable or not.
