it was a while since I had trouble with our forum
just got back home and found this message when trying to open it

Could be anything.
Usually it is a issue with connecting to the database.
Host issue.
FYI,
That is a generic message.
You could try the host cp and look for errors.
Or edit the mysql.inc.php file and enable messages to display on the browser.
This is not recommended to leave enabled.
Due to it displays paths on your server.

Hopefully for you they re-booted or upgraded the server and it is temporary.
It does happen on a regular basis if you watch the error logs you will see occasional momentary interruptions

Well backups should always be priority.
You should never rely on the host.

Now first stop would be if your host provided you with cpanel.
There usually is a backup application. with three options.
1. Backup site: You can't restore this backup only the host can.
2. Backup database: you can restore them
3. Backup files: you can restore them.

Yes you are right and I have downloaded the partial back up #2 and #3 but maybe monthly when I sort of remember to do it.

I did one a week ago when I upgraded to 7.5.9 and one after however since then I have changed a lot of settings so i need to do one real soon.

It usually will go on the server above the root.
You can ftp to it and save it to your desktop.
But to use it you need to contact the host and have them restore it.
Now it is a large file so you may wish no not keep it on the server.

That option is usually used for say migrating to a new host.
