Are you using this in .tmpl page or in the header.php include page. For example, on our forums we have our includes/header.php as below:

?></font><hr /></blockquote><font size="" face="">And it works as intended. You can check if the INCLUDED file itself is accessible on your server first. On mine you can access:
http://www.hindunet.com/hindunet_includes/top.shtmlAs far as I know "virtual" is a quick and dirty way to include another page from your server into a PHP page.
I am not able to access your 'virtual' file directly from the browser itself:
http://www.4x4wire.com/orn/common/mainfooter.shtmMay be once this is configured correctly the "virtual" will work as it supposed to.
