I've got the member list enabled to be viewed, but I can't find it anywhere.... Can someone help me locate it?

Should be "User List" to the right of "My Stuff" in the top menu on the main forum...

It is only shows on the portal page in the navbar unless you add it for the rest.

"User List" should show by default in the menu bar reguardless of the page. There is an option to not show it for guests, so this is all assuming you're logged in (should the "display only for registered users option be checked)... I just looked at a RC1 install and it works fine..
