If you wish to require users to be logged in before viewing the posting form, you must do this in a forum-by-forum basis - change the topic/reply permissions for that forum to require registered users.
There's a feature elsewhere in the control panel that allows users to create a post/topic while logged out... they will be logged in as soon as the post is created. (This allows users that, for some reason, don't accept the UBB cookie to post.) You can find the control near the bottom of the Topic Display Options area in Display Settings (about 3/4 of the way down the page).
