i use FTO Explorer & don't know how
to change permissions

I've never heard of that program. Unless someone else points you in the right direction, try downloading either CuteFTP or WS_FTP LE, both are free to get.

If all you want to do is change permissions I think CuteFTP is the best since it allows you to type in the number (ie 755) as opposed to checking boxes. But some recent versions of CuteFTP have not been uploading ASCII files very well, so I wouldn't recommend uploading your UBB with it.
