This wording is new AFAIK - the first part indicates that one can't even make hacks and the second one indicates that we need to get individual approval before putting them onto any website (including this site or UBBDev) if we do.

Is there a hidden reason for these words, or am I reading too much into them LOL

Since when does distribution include installing? And UBBDev has had longstanding permission from Groupee/Infopop/whateverthenameisthisyear to distribute modifications to the ubb code.

This probably should have been clarified more. It's basically to make sure full "hacked" files aren't distributed. Like, hey here's my hack, and basically includes the entire script with some slight changes.

Anyone remember the "script pack"ed warezed versions of UBB.C that where being passed around some years ago? I think that's the type of thing they're trying to avoid...

indeed - but the way it is written everyone needs permission to distribute changes in the code. I agree 100% about no one should be distributing the entire file - but this doesn't say that
