This is an updated description as of 6-21-2016.
The small hand on this clock moves freely and does not seem to be connected to the large hand.
The clock does work perfectly and the large hand is keeping time.
I am not a clock expert, but nothing looks broken and I\'m sure this is an easy fix.

UPDATE:
The small hand is keeping time with the big hand. The clock does keep time as first indicated.
When you set the time, the small hand has to be moved separately from the large one.
