This is a silver plated four egg stand by Barker Brothers of Birmingham made between 1886 and 1907 (the company became Ltd after that). Barker Brothers is the precursor firm to Barker Ellis.

Please note, all my silver and silverplated items have been given a quick polish witheitherTableauorNushinewhich are advertised as plating solutions. Whilst they won’t turn silver plate your copper (contrary to what they may claim), I do recommend them for taking care of silver plated items in particular, as they won’t strip off the thin silver layer, unlike silver cleaning products.My full guide to cleaning silver and silver plate can befound here.
