    During WWII, the Pennsylvania Railroad found itself in dire need of motive power. Due to War Production Board requirements, no new designs were allowed, so the Pennsy tested various engines and selected a 12-year-old C&O design - the T1 2-10-4, which was built by Lima. The new \"Texas\" type on the PRR was a near duplicate of the first super-large 2-10-4 of the C&O. The only difference between the J1 and the J1a was that the J1a used carbon boiler plate while the J1 used carbon-silicon boiler plate.
