Fins were damaged. I was able to repair, but I suspect not everyone has that capability. Needed to have a few fins bent back in to position. After repairs, works good as new. (At least as good as the factory one that was already installed on the other CPU in my dual CPU system. Had Dell part number sticker on it so I assume it was an authentic part pull.
