Lets give Admins a special Member Warning tab on each member's record in the Control Panel. When a warning message is entered into a form on this tab the user gets a copy of the warning emailed to them and also when they return to the community they see this warning full screen and have a form to either agree or disagree and reply with comments of their own to the Admin. Until they agree the member should be unable to access anything but this warning page (also lock their profile/preferences).

I setup a timeout forum and usergroup just for this purpose. This is a good idea if it's easy enough to implement.

Would be nice to have a system of yellow cards - three yellow cards say and they are given a red one and banned for a set period of time. This ban is then autolifted after the time has been served. The cards could be visible to all to act as a warning (admin optional).

I rather liked the "Strike System" mod at ubbdev for ubb.c; in short, staff could "strike" a user and after so many strikes they would be banned for a period set by the admin (the ammount of strikes and timeframe where to be specified by admin in the cp).
