When chaning the profile settings and applying the changes to existing members, I receive this error:

UPDATE ubbt_USER_PROFILE SET USER_TITLE = 'Member' WHERE

You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near '' at line 3.

Can someone point me in the right direction to fix this?

This looks like something reported recently. Do you have just a single title assigned to the user titles? If so, you'll want to create a second one as well. If you only want one title, you can use the same title, it's just that it currently requires there to be at least 2 titles.

Ah...yes that is correct. I removed all of them and made them all the same title.
