Have a page with it's own link that can be used for General notes etc. I know I can make an html doc to do this but it might be something easy to add.
General notes would list things like Different Styles Sheets and themes available for the site as well as other unique things they can take advantage of without having to just explore and find the information. Make it a link like portal page etc.. I am sure there are many things you can list on this page that you would like to make your community aware of without allocating space on every page for this same data over and over. Just a thought..

I do this (almost) by creating a hidden forum and using that forum to be published to the portal page. It has only 1 post in it! but works

Isnt something like this what the FAQ is for? You can add items to the FAQ through the language editor

FAQ to me is a help menu.
General site highlights or notes is an area of advertisement, demonstration and an area to provide insights to special areas and things about your site IMO...
