I have enabled the ads island between the 1st and 2nd post and set the "Must view Ad Island" to 1 for Guests and Administrators.
When I log out I can see the island as a Guest but when I log back in I can not see the island as an Administrator.

I had a similar problem and I found it was a setting issue in the forum permissions.
Probably like me you have assigned yourself to other groups as well for testing.
If you look at the setting you will read the note:
a(down pointer) indicates they will get the lowest permission
So if you look at yourself in member management I bet you will find you added yourself to a group that is not forced to view Ads.

Spot on that man! I didn't realize that I was assigned to other groups, I just thought that as an Administrator group permissions were not required or available. Entering my CP profile page showed that I had check boxes enabled for other groups. The problem was solved when I removed these. Thank you kind sir.

Well for me it took me three hours to figure it out. Till I figured out that this setting takes the lowest priority. Cause I was testing the subscription feature and added myself to the group Double Duh for me Sooner or later I will read the notes.

It can get a little complicated at times, especially if you're introducing something to your forum that you haven't used before. Soooooo many settings.

I have been using Google Ads for about 6 months. Have never received a check yet.

Your forum seems way more popular than mine; and I get a check every couple of months...
Though, one problem I see is that you do just have your ads in one location on your forum (Ad Island)...

Actually I am not sure what the reason was to make this particular permission a +- priority setting was. Does not make sense to me. Maybe someone will chime in on the reason
