I don't know if this has been fixed in more recent versions, but I haven't found anything on it. When you mark a member as being underage, it disables other members from sending them a PM from the underage member's profile; however, you may still send a PM to the member from the drop-down list from their name on any of their posts.

/me thinks there should also be a check in sendprivate if there isn't already -- keeps the in-the-know peeps from just directly entering a URL
