Check the setting at
Control Panel ยป Site Permissions
Can set a Custom Title.
NOTE: Max # of characters in their custom title.
GlobalModerator
if it is set to 1 then title can only be one letter

Ok here is my situation. I want Global Moderators to be able to set other members custom titles. A Global Moderator is able to update all fields except the custom titles. I dont want people to be able to set their own, but I want global moderators to be able to set. What am I doing wrong :-(

The only option to allow them to do this is if they have the Control Panel -> Can Edit Users permission.

I was just testing this Rick on V7.5.3
Neither one of the Moderator groups can edit that one field.
They can edit just about anything else in the profile but if you edit the custom title and select submit the field becomes blank. Even if something was there already. And I don't get a error message.

Also I noticed that when using cp>>member management as a moderator there are a few fields that do not display, as well as some features such as send password, send PM, ETC

Hi Rick,

I have that option set for global moderators, but it still doesnt work as others have said in this thread. I dont want any more administrators. Is there any hope for me?

Finally tracked this one down. Bit of a bug, but an easy fix. You need to edit admin/changeuser.php. Line 110 looks like this:

Code
    $usertitle = preg_replace("<","<",$usertitle);

You need to change that, to this:

Code
    $usertitle = preg_replace("#<#","<",$usertitle);
