I just tried this real quick so I will make a guess. Admin is a status not a group. The must view permission is tied to groups not member status. So most admins are also only in the user group. I think the only way around this currently is to create a group just for admins and add them to the group. Then set the permissions for that group.
But I agree this is a bug. Why have a setting for admins if they are not really in a group.

Well I just have noticed that some permission issues with the admin group if you want to call it that. Since the group is really not there as a default group. That sometimes a setting will take effect and some won't. Same goes for guests. It appears that some settings for member or admin status are hard coded that ignore the group permission settings. So whats up with that!

There are still a few areas where we're kind of stuck using the USER_MEMBERSHIP_LEVEL and not the groups. Eventually I hope to get away from the USER_MEMBERSHIP_LEVEL field altogether and go strictly with groups. Not sure if that will come completely with 8.0 but I know we'll take a step closer.
