Is there are preferred (meaning easy) method for downloading a complete running forum to a local computer? I need to do some trial and error PHP programming. Since I don't know how to program in PHP, I need a safe environment for my T&E training.

Sure you can. But first you need software to run it on. For a windows pc you can get WAMP http://www.wampserver.com/en/It is free and has everything you need. PHP,MYSQL,Apache

Oh, I guess I may have missed the part about downloading. You will need a FTP program to be able to download and upload the files. Such as Filezilla, Which is free. Somebody used ftp to install it.
Then you can probably goto your host control panel and download the database via probably phpmyadmin or you may have a tool in that control panel to just download the database using tar or gzip. I know if you have cpanel most do have a backup icon you can click on to download the database.

Or you could run Ubuntu and just install apache and mysql from the apt repo (that's what I have locally), or you could have a separate install on your server that you can hack at.
