1. The 'moderator' group is assigned a '1' in Edit User field under permissions, yet the moderator doesn't see Edit User in their control panel. The only option they see is "Send Password".
2. Even after a user (actually a spammer) is deleted, their name continues to be shown on forum home page under "Last Post". This is not related to the update interval since the deleted user shows up even after many days.

For item one If they see send password they already are in the control panel. So they already have edit rights
However as a admin I noticed I can't get a edit user menu until I view their profile. If they are a mod Used to be available at the topic level by clicking on the name. So I consider that a broke item. will need to look into item 2.

2 is somewhat correct and always has been unless you run the content re-builders.
Options for deleting are: Warning: Deleting a member can not be undone.
Do not delete this member. Delete member and do not alter posts. Ownership will be set to Anonymous with an Anonymous name of: test. Delete member and delete all posts. If there are any replies to a post by this member, they will be attached to the post's parent. If the user's post is a topic, the entire topic will be deleted.

Their username is stored in the posts table, so once they're gone the name still shows because it's stored in the posts table... So not really a bug...

Thanks everyone for replying.
About #2, when I delete a user (spammer) I also delete their spam posts. So, in the next update of the boardsoftware can we make sure all traces of their posts is gone too?
About #1, the delete-user option does not show up at all in the moderator control panel, only "send password" even though they have that privilege ('1' in Edit User field under permissions).

Well then what were the specific traces left? I just tried it on my test board and it worked perfect. To report this as a bug you need to be a little more specific such as method used and what you are running on.
Also the delete user feature is only available to admins currently. I don't consider that a bug as it was by design to not allow mods to delete users. So if you wish to have them delete users you might as well make them a admin. Even at that they still has less rights than the main admin user. If we ever get version 7.6 it is going to make those permissions a little more flexible. I am not saying it would solve this item though.
