Creating Global Message per user group

How Do i create a global message that displays above the forum (like the Community Introduction Title) but only for certain user groups?

that would be a modification to stock code.

i've done this for some forums that want to enable a custom island for 'Guests' that invites them to join and gives them some sort of advertising schpeel.

I made this to nag guests to join; perhaps you could use it for what you're looking to do.
