v7.6.0, which is currently in development, has a Mobile Capable design. Some forum owners may have designs and ads which would break a fully mobile forum, and will need to be altered to be mobile capable as well.
As for photo uploading, the Gallery Forums feature has been around for most of the v7 series; you'd have to see how large of an attachment your webhost will allow (use the PHP Info output feature in the control panel to look for ""), and you'll have to adjust the gallery features in the control panel. Better quality images are available by using ImageMagick over GD, but that has to be configured separately.
