These issues are for 7.6:

1. Using IE9 posting pages (new thread or reply) are displayed too wide, i.e., you have to use the horizontal scrollbar to see the right side of these pages. The problem doesn't exist with Firefox or Safari.

2. Users can post new threads with nothing in the text box. The thread is posted with only the Subject Line filled in.

Oh, one more..... grin
This is an OLD problem with Threaded Mode which has never been fixed. In a thread where there is more than one reply, when you view one of the replies, all of the unread icons are then replaced with the read icon so you cannot easily go back to the unread replies.

WORLDWIDE MARKET USAGE for Internet Explorer versions as of February 2017:

To support those 0.27% of IE9 users, I guess we can drop support for CSS3 and go back to using JavaScript for everyone.

Though for UBB.threads 7.6.0, these were included as a way to give as much support to those obsolete browser versions as could be given, without having to ask Microsoft to update IE9 (Windows Internet Explorer 9 was released on March 14, 2011).

note: by "obsolete," i mean that Microsoft has replaced IE9 with IE10 and then IE11 and now EDGE.
Internet Explorer 9 was only supported on Windows Vista SP2, Windows 7, Windows Server 2008, and Windows Server 2008 R2

I am unable to reproduce this. Which browser are they using?

But I suppose there could also be a check written in to the software for:
if $Body < XX, $html -> not_right($ubbt_lang['ALL_FIELDS']);
("All of the required fields are not filled in." / "Post is not long enough. Add more content.")

Pilgrim is out of the loop currently But I think his first item was due to a browser cache issue.
I don't use ie9 but I had other table width issues with firefox after the upgrade until I cleared cache in the browser.
